Ungebremster Finanzkapitalismus in die Dritte Welt? Kritisches Seminar der Weed Organisation im Gustav-Stresemann-Institut am 22. und 23. Juni 2005 in Bonn.

Eine Reihe von engagierten Wissenschaftlern aus Deutschland, Südafrika und Indien treffen sich im Juni in Bonn, um über die Expansion der Finanzindustrie in die Dritte Welt zu diskutieren. Es geht darum, wleche Konsequenzen die Marktliberalisierung bei Finanzdienstleistungen in der Dritten Welt hat. Das Programm ist allerdings sehr stark gesellschaftspolitisch und wenig auf die technischen Bedingungen ausgerichtet. Weltbank und IWF betreiben nämlich seit längerem eine Politik, wonach die Altersvorsorge in der Dritten Welt auf Pensionsfonds umgestellt werden soll, wonach statt Entwicklungshilfetransfers Kleinkredite (Microlending) vergeben werden und vor allem kleine Finanzdienstleister zugunsten internationaler Standards geschlossen werden.Es wäre schön, wenn die Fachleute der Finanzwelt aus den öffentlichen und privaten Banken mit am Tisch säßen und die merkwürdige Arbeitsteilung zwischen links und rechts, zwischen gesellschaftspolitischer Kritik und betriebswirtschaftlicher Apologetik aufheben würden. Veraltete Methoden im Microlending und turbokapitalistische Methoden für rückständige Wirtschaftsformen - die entwickelten Länder haben wohl wenig strukturelles zu bieten, um Afrika zu helfen.

International Seminar on Financial Services Liberalisation

Exports of financial services have grown tremendously in the past ten years. Many financial service providers have moved abroad, setting up branches or acquiring banks or insurance companies in other countries. This international expansion has been facilitated by the liberalisation of financial services - which means everything from the opening of markets for financial service providers to the abolishment of restrictions on cross-border capital flows.

What are the developmental impacts of financial services liberalisation? Should developing countries abolish all regulations which stand in the way of big banks and insurance companies? What is the content of the requests on financial services, the EU has delivered in the Doha Round - and how should these requests be judged from a civil society point of view? What experiences have been made in different regions (Europe, Latin America, Asia, Africa) with the liberalisation of financial services in general and the activities of foreign banks in particular?

The two-day expert workshop, organised by World Economy, Ecology & Development will try to find some answers to these questions, raise awareness for the development impact of the ongoing WTO negotiations on (financial) services and help develop strategies to counter the growing power of the financial services lobby.

Among the speakers are Prof. Dr. Jörg Huffschmid (University of Bremen); Kavaljit Singh (Public Interest Research Centre, Delhi); Oupa Lehulere (Khanya College, Johannesburg); Myriam Vander Stichele (Centre for Research on Multinational Corporations/SOMO, Amsterdam); Dr. Patrick Bond (Witwatersrand University, Johannesburg); Marianne Hochuli (Berne Declaration/Erklärung von Bern); Dr. Hannes Hofbauer (journalist and book author, Vienna) and Prof. Dr. Brigitte Young (University of Münster).
